Canada's New Sanctions Against Iran: To List or Not to List

Last week, Leah West, Thomas Juneau and I published this piece for Lawfare, looking at Canada’s Iran sanctions and addressing the question of whether the IRGC should be listed as a terrorist entity. The TL;DR of the post is no: because it’s not lawful, and because we have far better tools at our disposal that give us a greater range of options for engaging (or not) with Iran.
